Some guy in Kamadan is charging people 5k to run them to Eye of the North. The Eye is on a completely different continent.... and he says he can get people there who are under level 20. Does this sound like a scam?

He's a scammer, especially if he's demanding money up front. Any amount. Even half.

That's curious - can't any player just take the quest that leads into the crevice? Or do you literally HAVE to be level 20 to get the quest?

if you're not level 20, speaking to bendah just comes up with a message saying you must be level 20 blah blah etc etc

That really just means that your level 19 paragaon can't get to GW:EN, not necessarily that his level 20 whatever can't tow you to GW:EN when he enters the entrance to GW:EN (the hole out in the explorable area). unless that's what you meant. Remember, your level 19 paragon also can't go to consulate docks, but someone's level 20 something sure can tow you to consulate docks. I think that's what the OP may have witnessed.

It may be a scam, I'm just saying don't discount it just because someone can't take their under-20 char there without help that it can't be done.

Yeah, you can't get there unless you are lv 20, not to mention its very easy to get there, you just fight a few small groups then run from the destroyers.
